How Water Damage Risk Varies Across Orange County
The county divides cleanly into risk profiles by build era, and the eras are geographically clustered because of how the region developed.
North county — Fullerton, Placentia, Orange, Anaheim, Brea — carries the oldest housing, including pre-war stock with original galvanized steel supply lines and clay sewer laterals under mature street trees. The failures there are corrosion-driven and root-driven, and they tend to be slow leaks discovered late.

Orange County Public Works maintains the channel network draining central OC into Upper Newport Bay. It performs well in a normal season; the pressure comes when channels run high and storm drains reach capacity simultaneously.
Drainage-driven flooding, not just river flooding
UC Irvine researchers have published work arguing that widely used private flood models understate exposure in urbanized Southern California because they under-represent flooding driven by drainage capacity. Being outside a FEMA flood zone is not the same as being safe in a hard storm.

Is my Orange County home in a flood zone?

But research from UC Irvine argues that widely used private flood models understate exposure in urbanized Southern California, largely because they under-represent flooding driven by storm-drain capacity rather than river overflow.
